Unify interface for LGL and GLGL rules and update `SpectralElement` accordingly:
- most routine should just work with one argument `Npts`
- add more doc strings
- remove unused methods `linear_dependency_matrix` and `expansion_matrix`
- remove unused fields of `SpectralElement`
